Minister of Arts and Multiculturalism Lincoln Douglas let it slip that he might be considering the privatization of Carnival, and would consider allowing foreigners to own a piece. 

Douglas said he intends to invite proposals from anyone who believes they can produce the best Carnival in Trinidad, including people from New Jersey, whom he said he visited recently.

Naturally, the crowd was not enthused. Meanwhile, the National Carnival Commission had no clue about any of this.
